In March 2005, emergency doctors found a seven-year-old girl in a flat on the seventh floor of a Hamburg tower block. Her name was Jessica. She had starved. For years, nobody outside that flat had seen her — not the neighbours, not the school two hundred metres away, not the authorities that had her name in their files. The case changed German child protection law.

It is a hard story, told carefully. There are no graphic details, and the most disturbing material from the court files has been left out.
